Gallaudet University keeps all its property and the rights that go with it, including the right to sue and be sued, and it stays responsible for debts under its earlier names. With the Secretary's approval, the Board of Trustees may transfer, mortgage, or otherwise dispose of real estate that belonged to Gallaudet or its predecessors, including Gallaudet College and the Columbia Institution for the Deaf. Money from those sales counts as capital and may only be used to buy campus land, build or improve buildings, or be invested; if invested, only the investment income may pay current expenses.
