Defines key words used in this chapter. International student: a person who is not a U.S. citizen or national, not a lawful permanent resident, has no Immigration and Naturalization Service proof they are in the U.S. for other than a temporary stay with intent to become a citizen or permanent resident, and is not a permanent resident of American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, or the Virgin Islands. Construction: building new facilities and buying initial equipment, and expanding, remodeling, or changing existing buildings and their equipment, including architects, but not off-site work. Institution of higher education: a State-authorized public or nonprofit school that requires a secondary-school credential, offers postsecondary programs, awards bachelor’s degrees, includes graduate or professional schools, and is accredited by nationally recognized agencies (the Secretary will publish the list). Secretary: the Secretary of Education. State: the States, the District of Columbia, Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands. NTID: the National Technical Institute for the Deaf. University: Gallaudet University.
