The Boards of Trustees of Gallaudet University and of the institution that has an agreement with the Secretary under section 4332 must prepare and send an annual report to the Secretary and to the Committee on Education and Labor of the House and the Committee on Health, Education, Labor, and Pensions of the Senate. The report must be sent no later than 100 days after the end of each fiscal year. The report must show student counts by program (elementary, secondary, undergraduate, graduate) and for NTID, including first-time enrollments, graduates, those who found work, and those who left without finishing. For deaf students and employees from minority backgrounds, it must include full- and part-time enrollment, completions, one-year post-completion status compared with non-minority students, use of support services, recruitment activities, job openings and hiring, and parent outreach methods and how many parents were served. It must give summaries of the University’s and NTID’s audited financial statements and auditor’s reports, statements of receipts (including Federal sources) and expenditures by function and unit, how Federal Endowment Program funds were used and invested, gains or losses (realized and unrealized) for the year, any investment changes, and any other information the Secretary asks for.
