Gallaudet University and the National Technical Institute for the Deaf must set and share national priorities for deafness research, development, and demonstration. They must collect public input through a process that includes consumers, constituent groups, and leaders of other federally funded programs. Gallaudet’s priorities must also cover its elementary and secondary education work under section 4304. Each school must send an annual report to the Secretary, the House Committee on Education and Labor, and the Senate Committee on Health, Education, Labor, and Pensions by January 10 each year. The report must summarize the public input and responses and describe each research project’s start and expected end dates, projected cost and funding source(s), and any products from projects finished in the prior fiscal year.
