The Board of Regents must meet in Washington and pick one member as chancellor to lead the board. They must also choose a suitable Secretary who will run the Institution’s records and serve as the board’s secretary, and elect three members to an executive committee. Any three regents can ask the Secretary to call a special meeting; he must notify each member by letter. Eight members make a quorum. Regents are paid their actual travel and other necessary expenses, which the executive committee audits and the Secretary records, but they are not paid for serving as regents.
