The Institute's President must send Congress and the Board a yearly report about the previous 12 months. The report must list all public and private money, gifts, and other valuable items the Institute received that year, say how they were used, and include any suggestions to improve the Institute. After September 30, 1988, the Board must send Congress a budget proposal each year by April 1. The proposal must cover the two fiscal years after the fiscal year in which it is sent. When deciding funding, Congress must not count private fundraising or bequests from any prior fiscal year.
