The Institute must follow three specific laws: Public Law 95–341 (42 U.S.C. 1996, 1996a), the American Indian Religious Freedom Act; the Archaeological Resources Protection Act of 1979 (16 U.S.C. 470aa et seq.); and division A of subtitle III of title 54. Federal criminal laws about larceny, embezzlement, and conversion apply to the Institute’s funds and property. Money the Institute gets under this chapter is not treated as federal money for meeting any matching requirement for a federal grant, contract, or cooperative agreement. The Institute is not bound by laws that force it to use non‑federal funds partly to qualify for federal help. That rule does not limit how applications are reviewed, ranked, or accepted.
