The Board must create a master plan that shows the Institute’s short- and long-term facility needs. The plan must review current programs, support services, and buildings. It must predict how moving to a new campus would affect the Institute. It must also spell out development and construction needs based on the Board’s approved growth plan, including things like infrastructure and site studies, phased architectural and engineering work, cost estimates, landscaping, and other related studies. The Board must send the plan to Congress no later than 18 months after July 23, 1992, and the plan must list the Board’s priorities for those needs.
