Money can be given each fiscal year as needed to run subchapter I. Those funds stay available without a time limit. Except for amounts covered by section 4425(d) of this title, the money must be paid to the Institute either at the start of the fiscal year or when the appropriation is enacted, whichever comes later. Starting in fiscal year 1992, the Treasury Secretary must move the money to the Institute by the fastest method and the Institute will act as its own certifying agency. Appropriations may cover more than one year, and, if allowed, money made in an appropriations Act can be used for obligations starting July 1 of that fiscal year. For subchapter II, $1,000,000 was authorized for fiscal year 1987, and for each year after that whatever sums are needed.
