Title 20 › Chapter 57— JAMES MADISON MEMORIAL FELLOWSHIP PROGRAM › § 4502
Creates the James Madison Memorial Fellowship Foundation to mark the Constitution’s bicentennial. A 13-member Board of Trustees runs the Foundation. Two Senators of different parties and two House members of different parties are appointed by the President after recommendations from their chamber leaders. Two federal judges are picked after the Chief Justice recommends them. Six others are Presidential appointees confirmed by the Senate (no more than three of these six may be from the same party): one must be a State chief executive, two must be members of the general public, and three must be academics chosen after the Librarian of Congress recommends them. The Secretary of Education or a person they name is a member automatically but cannot be Chairman. Board members serve six-year terms. At the start, the President set staggered terms: four for two years, five for four years, and four for six years. Replacements serve the rest of the term and are chosen the same way as the original appointee. A member whose term ends may keep serving until a successor takes office or until Congress ends the next session. The Board elects a Chairman and other officers. Members do not get a salary, but Board members and the Foundation’s President, Executive Secretary, and staff are reimbursed for travel, meals, and other necessary expenses at the rates that apply to United States judges under section 456(a) of title 28.
