The Board can appoint a President of the Foundation to work full-time or part-time for whatever term the Board decides. The President must perform the duties the Board assigns and follow the Board’s supervision. The Board sets the President’s pay without following subchapter III of chapter 53 of title 5, but it cannot pay more than the rate for level III of the Executive Schedule under section 5314 of title 5. Sections 5532, 8344, and 8468 of title 5 do not apply while the person serves as President. The Board must appoint an Executive Secretary who is the Foundation’s chief operating officer. The Executive Secretary must run operations under the Board’s or President’s direction, as the Board decides, and is paid at the rate for General Schedule grade GS–18 in section 5332 of title 5.
