Title 20 › Chapter 59— BARRY GOLDWATER SCHOLARSHIP AND EXCELLENCE IN EDUCATION PROGRAM › § 4703
Creates the Barry Goldwater Scholarship and Excellence in Education Foundation as an independent agency in the executive branch of the U.S. government. A 13-member Board of Trustees runs the Foundation: two Senators (one chosen by the Senate majority leader and one by the minority leader), two Representatives (one chosen by the House majority leader and one by the minority leader), eight people appointed by the President and confirmed by the Senate (no more than four from the same political party), and the Secretary of Education or a person the Secretary names, who serves on the Board but cannot be Chair. Board members serve six-year terms. At the start, the President sets staggered terms so four first members serve two years, five serve four years, and four serve six years. If someone fills a vacancy, they finish that term and are appointed the same way as the original. Members may stay on until a successor is named. Members of Congress on the Board may not serve more than six years total. Board members do not get pay, but they are reimbursed for travel, meals, and other necessary expenses.
