Create a permanent endowment for the Eisenhower Exchange Fellowships and set eight purposes. These include honoring President Dwight D. Eisenhower for his character, courage, patriotism, and trustworthy leadership; recognizing his wartime and peacetime leadership; improving higher education so young people can compete in a world with a shared, threatened environment; strengthening the friendships and trust built in his name for 21st-century challenges; completing his effort to free the peoples of Europe from oppression; deepening ties with emerging European democracies; and marking his centennial by funding fellowships that expand education, career development, and peace through international understanding.
