Eisenhower Exchange Fellowships must use part of the federal money it gets each year to run agricultural exchange fellowships for farmers from the United States and other countries. Of the funds spent on U.S. fellowship programs, at least 10 percent must be set aside for people who are representative of U.S. minority populations so the fellows reflect the nation's cultural, ethnic, and racial diversity.
