Creates goals for the Foundation to boost public awareness of the Nation’s natural resources and help people enjoy and value them. It must explain how the environment and public lands shaped the United States, point out important environmental problems, run environmental policy research and conflict-resolution programs, train professionals in environmental and related fields, and offer public education about environmental policy. It must also build the Native Nations Institute to train Native American and Alaska Native leaders and professionals in health care and public policy. The Foundation must establish the John S. McCain III National Center for Environmental Conflict Resolution to help federal agencies resolve environmental disputes under section 4331 of title 42 by providing assessments, mediation, and related services, and it must follow the President’s civil justice reform direction in Executive Order No. 12988 (61 Fed. Reg. 4729).
