When money is needed to pay debts, fulfill contracts, or make purchases allowed under the law, the Board of Regents or its executive committee can tell the chancellor and secretary how much is required. The chancellor and secretary review the request and, if they approve it, send it to the Treasury to be paid. The board must give Congress, at each session, a report on the institution’s operations, expenditures, and overall condition.
