To get a grant, a local school district must show in its application that it serves an area with high rates of youth problems and that its schools have serious crime, violence, or discipline issues. Examples of youth problems include homicides by persons ages 5 to 18, inclusive; many referrals to juvenile court or youth under court supervision; frequent expulsions or suspensions; transfers to alternative schools for discipline; and youth being victimized by violence, crime, or abuse. Grants are given first to districts that show strong local support—like partnerships with community groups, education nonprofits, and local law enforcement—and that plan for a high level of youth participation.
