Congress says the federal government was supposed to pay 40% of the Individuals with Disabilities Education Act but now pays about 8%. The shortfall is hardest on low-income school districts that have more students with disabilities and less local money. Fully funding IDEA would cost about $10,000,000,000 a year. Congress urges the federal government to give states and communities enough IDEA money as soon as reasonably possible by shifting funds from non-education programs within the current budget limits.
