Defines key words used in the part. Children means people under 18. Children's services means regular health, day care, education, or library services funded after March 31, 1994 by federal programs (directly or through state or local governments) run by the Secretary of Health and Human Services or the Secretary of Education, or by the Secretary of Agriculture for certain clinics under section 17(b)(6) of the Child Nutrition Act; it excludes services funded only under titles XVIII and XIX and includes services in indoor facilities built or run with those funds. Person means a government unit, agency, corporation, partnership, or individual that owns, runs, or controls children's services. Indoor facility means an enclosed building, and Secretary means the Secretary of Health and Human Services.
