The Secretary must set up and run a national clearinghouse for English learner language instruction programs. It will gather, study, combine, and share information about those programs. It will operate as part of the ERIC clearinghouse system under the Institute of Education Sciences, work with other federal data and dissemination systems, build ways to improve federally funded programs, share research and best practices (including for students with disabilities), report on accountability and assessments, and publish an annual list of grantees. The law does not allow the Secretary to hire extra staff to do this work.
