Local school districts or groups that get money under section 7115(a) must use part of it to make better use of technology so students do better in school, keep learning progress, and gain digital skills. They must follow any limits in section 7116(f) and can spend money based on needs found in a local needs check under section 7116(d). Allowed uses include training teachers and school leaders and giving them tools, devices, and digital lessons to personalize learning, share good resources, and run computer-based tests and blended learning. They can build tech capacity by buying content, devices, equipment, and software to fix gaps. They may use tech to offer advanced or special courses, including assistive tech, and run blended learning projects (planning, initial one-time IT buys, and ongoing training). Funds can also pay for STEM and computer science training for teachers and for helping students in rural or underserved areas get quality digital learning and online courses. No more than 15 percent of the funds can be spent on buying technology infrastructure. That 15 percent limit also covers infrastructure bought for blended learning planning.
