Creates a bureau at the Smithsonian run by a board called the Trustees of the National Gallery of Art. The board must run and care for the National Gallery of Art, its grounds, and other duties the law gives. The board has the Chief Justice of the United States, the Secretary of State, the Secretary of the Treasury, and the Secretary of the Smithsonian Institution as automatic members, plus five general trustees who must be U.S. citizens. Federal officers or employees cannot be general trustees. The first five general trustees were chosen by the Smithsonian’s Board of Regents with the donor’s approval and have terms ending July 1 of 1939, 1941, 1943, 1945, and 1947. After that, a majority of the general trustees picks successors. Each successor serves until ten years after the prior term’s end, except someone picked to fill a vacancy serves only the rest of that term.
