Local school districts or groups of districts that want a grant must apply to the Secretary when asked and give whatever information the Secretary reasonably requires. The application must explain how the grant will promote desegregation and increase interaction among students of different backgrounds, how the magnet program will raise student achievement, how the program will continue after the grant ends (or why it cannot), how the district will track and measure effects on achievement and integration, how grant money will be used to improve learning and work with other programs, and the rules for picking students for the magnet program. The applicant must also promise to use the funds for the purposes in section 7231(b), hire effective teachers, not discriminate in hiring, student assignments, or extracurriculars, run a high-quality program that encourages parent choice and involvement, and give local students fair consideration consistent with desegregation rules and the district’s capacity. No grant will be made unless the Assistant Secretary of Education for Civil Rights decides those nondiscrimination promises will be met.
