The Secretary must give grant priority to applicants who show the greatest need because of high cost or difficulty running approved desegregation plans and magnet programs. Priority goes to projects that start a new evidence-based magnet program, make major evidence-based changes, or copy a proven program that raises student achievement and reduces minority isolation. Also favored are student lotteries instead of exams and plans that use socioeconomic diversity to increase racial integration.
