Title 20 › CHAPTER 70 — STRENGTHENING AND IMPROVEMENT OF ELEMENTARY AND SECONDARY SCHOOLS › SUBCHAPTER IV — 21ST CENTURY SCHOOLS › Part F — National Activities › subpart 4 — academic enrichment › § 7293
Creates grants and contracts called "Ready to Learn Programming awards" for public TV groups to make and share educational videos and digital content for preschool and elementary children and their parents. The money must be used to create and spread accessible TV and online programs, hire or work with children’s program producers, make parent and caregiver resources for public TV digital channels and the Internet, pay partners so the work reaches the largest appropriate audience, and make training and distance-learning materials that help kids get ready for school and help parents, teachers, Head Start staff, child care workers, librarians, and after-school staff use the materials. Only public telecommunications entities that can make and nationally distribute high-quality children’s programs, hire producers, get some income from related products, and adapt content for local needs can get awards. Winners must work with the Secretary and the Department of Health and Human Services to reach federally funded programs like Head Start and state child care training. Applicants must describe their plans, partners, and how they will share the work. Winners must send an annual report to the Secretary about programs, materials, distribution, and partnerships. The Secretary must send a biannual report to Congress summarizing work and materials. Grantees may use up to 5% of funds for administration, and at least 60% of yearly funds must go to creating, contracting for, and distributing programming.
