State educational agencies or specially qualified agencies must apply to the Secretary when and how the Secretary requires to get a grant. The application must say the program’s goals and expected results and explain how the money will help all students meet State academic standards. It must describe the technical help the State will give local educational agencies to carry out the activities in section 7351a. If grants will be awarded competitively, the application must explain the review methods, award criteria, and how eligible local agencies will be notified.
