Provides grants to develop, test, and show programs that improve education for Indian children and youth. Eligible entities include state and local education agencies, Indian tribes and organizations, federally supported Indian schools, Tribal Colleges and Universities, or groups of these. Grants can pay for many kinds of work, such as extra instruction in core subjects, bilingual and bicultural programs, health and nutrition services, dropout-prevention and graduation efforts, counseling and testing, early childhood and preschool readiness (including services for children with disabilities), partnerships with colleges or businesses, college access help, family literacy, cultural supports with tribal leaders, teacher training, and other services that meet the goal. The Secretary must coordinate these grants with other programs under this law and other federal programs for Indian children and youth. Grants may be given for up to 5 years. The first award cannot be longer than 3 years and may be renewed for up to 2 more years if the work shows substantial progress. Priority goes to applications that plan to combine two or more activities over more than one year. The Secretary may also fund spreading proven materials or programs that have been reviewed, shown to work, and can be copied. Applicants must apply as the Secretary requires and must show how families and tribal representatives were and will be involved, agree to national evaluation if asked, show the program is evidence-based or culturally adapted, explain how the work will continue after the grant, and provide any other required information. No more than 5 percent of a grantee’s funds for a fiscal year may be used for administrative costs.
