The board can create an official seal courts accept and must make rules to run the gallery, covering art purchases, exhibitions and loans, trusts, and board operations. It can act with vacancies; three are enough. Only works matching the high quality of a donor’s collection may enter the permanent collection. The board must manage trusts and art like a trustee and send an annual report to Smithsonian listing acquisitions, loans, and money received and spent.
