Defines key words used for Native Hawaiian education programs. "Community consultation" means a public meeting about Native Hawaiian education that the public must be told about at least 30 days before it happens. "Native Hawaiian" means a U.S. citizen who is descended from the people who lived and governed the Hawaiian Islands before 1778, proven by family trees, elder or long-time resident confirmation, or certified birth records. "Native Hawaiian community-based organization" is a local group mostly made up of Native Hawaiians that helps with social, cultural, and educational growth. "Native Hawaiian educational organization" is a private nonprofit that serves Native Hawaiians, has Native Hawaiians in real decision roles, builds Hawaiian values and language into its work, and has proven experience teaching youth and doing research and program development. "Native Hawaiian language" means the one Native American language original to Hawaii. "Native Hawaiian organization" is a private nonprofit that serves Native Hawaiians, includes Native Hawaiians in decision roles, and is officially recognized by the Governor of Hawaii to plan or run programs for Native Hawaiians. "Office of Hawaiian Affairs" is the agency created by Hawaii’s Constitution.
