The Regents may raise private funds and must deposit them with the U.S. Treasurer to pay for the Smithsonian Gallery of Art, including construction, furnishings, plans, surveys, admin costs and other services. With the President’s approval, the Regents may authorize site work, approaches, landscaping, construction, but the Administrator of General Services must oversee plans, make contracts, and supervise construction; the Regents and the Smithsonian Secretary will oversee it.
