The Board must build the John F. Kennedy Center for the Performing Arts for the Smithsonian using money raised by voluntary donations. The site will be in Washington, D.C., inside the streets and bridges described, and the National Capital Planning Commission will pick the exact spot and get the land by buying it, using legal taking, or other ways. The building plans must be approved by the Commission of Fine Arts. Under a Site Master Plan titled “Site Master Plan—Drawing Number 1997–2 April 29, 1997” (map NCR 844/82571), the Board may add parking at the north and south ends and make site improvements. That plan is on file with the Center’s Secretary for public view. No federal appropriated funds may pay for the garage additions, certain site work, or any project to buy large-screen theater equipment or make an interpretive film if the Board says those will be paid from non-appropriated sources. The Board may also carry out and build an “expansion project” on the south end under its mission, pay planning and construction with non-appropriated funds, estimate and budget any added yearly operating costs starting in fiscal year 2014, and acknowledge private donors only inside the building. The expansion must be under 100,000 square feet, improve accessibility and education as of June 8, 2012, and join the existing structure.
