The Secretary must act on a schedule tied to December 10, 2015. Within 60 days after that date, the Secretary must count how many full-time equivalent employees worked on each education program as it existed the day before December 10, 2015, and put those counts on the Department’s website. Also within 60 days, the Secretary must count how many full-time equivalent employees worked on programs that have been eliminated or consolidated since December 10, 2015. Within 1 year after December 10, 2015, the Department must reduce its workforce by the number of positions identified as tied to eliminated or consolidated programs. Within that same year, the Secretary must report to Congress with information that includes the FTE counts by program, the FTE counts for eliminated or consolidated programs, how the reductions were carried out, the average salary of eliminated positions, and the average salary of current program staff broken down by job function.
