The Secretary of Education must create rules that let a State educational agency, after talking with the Governor, send in one combined State plan or application. That single plan can cover every covered program the State takes part in and any other programs the Secretary adds. If a State sends a combined plan, it does not have to file separate plans or applications for the programs included. The Secretary must work with State education agencies and, when needed, with other state and local agencies, public and private groups, private schools, and parents, students, and teachers to decide what goes in each combined plan. The Secretary may only ask for the descriptions, information, and promises to follow the law that are absolutely needed, including promises about private school participation.
