The Secretary must create rules that let a State education agency, after talking with the Governor, submit one combined State annual report to cut down on separate reports. The combined report must say which programs are included, show how the State did under those programs, and include any other items the Secretary requires, like monitoring activities. That single report replaces the separate annual reports for each included program.
