Says the federal government cannot tell a State, local school district, or school what curriculum or instruction to use, how to spend State or local money, or make them pay costs not covered under this chapter. Federal funds may not be used to create, test, run, or distribute any federally sponsored national test in reading, mathematics, or any other subject unless Congress clearly allows it. States and local education agencies keep the right and responsibility to decide curriculum, instruction, and assessments.
