Gives meanings for key words used in this part. Children means people under 18 years old. Children’s services means regular health, day care, education, or library services that are paid for after January 8, 2002 by the federal government or by state or local governments using federal grants, loans, loan guarantees, or contracts. It covers programs run under the Departments of Health and Human Services or Education (but not services paid only under titles XVIII and XIX of the Social Security Act) and certain clinics under the Department of Agriculture’s child nutrition program. It also covers services in indoor buildings that were built, run, or kept up with those federal funds when the head of the federal agency so decides in an enforcement action. Indoor facility means an enclosed building. Person means a state or local government unit, its agency, a corporation, a partnership, or an individual that owns, runs, controls, or provides children’s services. Secretary means the Secretary of Health and Human Services.
