Manage and run the research area used for studies. The Smithsonian must make the rules and conditions for research there, build and care for labs and other facilities for students who study in the area, and put donations and collected sums into the U.S. Treasury. It may set fees for using the facilities and collect them for deposit. It can spend money as needed for the program, but funds given for a specific purpose must be used only for that purpose. Each year it must report its activities and operations of the prior year to Congress.
