Title 20 › Chapter 23— TRAINING AND FELLOWSHIP PROGRAMS FOR COMMUNITY DEVELOPMENT › § 803a
The Secretary can give grants or make contracts with colleges or groups of colleges to help plan, build, strengthen, improve, or run programs that train graduate or professional students in city and regional planning, housing, and urban affairs, or to support research and demonstrations of better ways to teach those fields. These grants or contracts can pay all or part of the program costs. Colleges must apply when and how the Secretary requires. An approved application must describe the program, show how the school will control and account for federal money, and agree to make reports and keep records the Secretary can check. Part of a grant may pay some of the wages for students working in those professions, but not students employed by any branch of the U.S. Government.
