Congress says the country should create a living memorial to honor Woodrow Wilson for his work as the twenty-eighth President, a scholar, a university president, and a supporter of international understanding. A Congressional commission recommended building an International Center for Scholars in Washington, D.C., north of the proposed Market Square, as part of that memorial. The center would strengthen the connection between learning and public affairs and fit the Smithsonian’s goal of increasing and spreading knowledge.
