Creates the Woodrow Wilson International Center for Scholars at the Smithsonian and a 17-member Board to run it. The Board includes eight named federal officials (listed in the law) and nine private citizens appointed by the President. The named officials may send a substitute to serve for them. The nine private trustees serve six-year terms; someone appointed to a vacancy serves only the remainder of that term. The first private trustees began on October 24, 1968, with staggered expirations (two after two years, three after four, three after six). Private trustees may serve at most two consecutive terms but may stay until a successor qualifies. The President must choose a Chair and Vice Chair from the private trustees.
