Creates a Commission that will advise the Board about running and improving the Museum of African Art, including its collections and programs. The group has 15 appointed members. The Smithsonian’s Secretary and an Assistant Secretary also serve as members because of their jobs. For the first term, at least 10 of the appointees must be people who were on the Museum’s Board of Trustees on October 5, 1978. Those first members serve three years. After that, members serve three-year terms, with the Board setting staggered end dates so one-third leave after one year, one-third after two years, and one-third after three years. If someone leaves early, a replacement serves the rest of that term. Members can be reappointed. More than half of the appointed members make a quorum, and vacancies do not stop the Commission from working. Members will be paid back for travel, meals, and other needed expenses. The Commission picks officers from its members every two years and makes its own bylaws.
