Defines key words used in the subchapter. "Library" means public libraries, public elementary and secondary school libraries, tribal libraries, academic libraries, research libraries (open to the public, holding scholarly materials, and not part of a college or university), and private or special libraries if the State says they count. "Library consortium" means a cooperative group of libraries that shares and coordinates resources. "State" includes the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. "State library administrative agency" is the State agency in charge of expanding public library services. "State plan" is the document where that agency promises it has legal and fiscal authority, sets policies and procedures, submits copies for approval under rules made by the Director, lists the State’s library needs, and describes actions to meet those needs with Federal funds.
