Title 20 › CHAPTER 25A — OVERSEAS DEFENSE DEPENDENTS’ EDUCATION › § 922
The Department of Defense runs schools for military children through the Department of Defense Education Activity (DoDEA). A civilian Director leads DoDEA. The Secretary of Defense picks the Director, and the Director answers to an Assistant Secretary of Defense chosen by the Secretary for matters under this chapter. The Secretary can have the Director carry out the Secretary’s duties here, except the power to make regulations. The Director must set staff rules that follow the Defense Department Overseas Teachers Pay and Personnel Practices Act (20 U.S.C. 901 et seq.), can move professional employees between positions, and must prepare one unified budget each fiscal year that includes funds for building and for operating and maintaining facilities to put into the Department of Defense budget. The Director can create local school advisory committees under section 928, organize employee training, and do other tasks the Secretary or Assistant Secretary gives. The Director must set up regional or area offices to run the system well. If DoDEA is reorganized in a way that affects the schools, the Secretary must report that reorganization to Congress. With the Secretary’s approval, DoDEA may hire an appropriate number of civilian staff for its central and regional offices.
