§9403 Prohibitions

Summary

People, including parents, cannot be forced to take part in early childhood programs like preschool, parent education, or developmental screenings under these rules. Parents keep the rights they already have under federal, state, or local law. Organizations that get money under these rules do not have to use any specific teaching method or hold programs in a specific setting. Funds from these rules cannot pay for activities already funded by other federal child care or early learning laws, unless the local needs assessment and performance goals call for expanding that activity.
