Title 20 › Chapter 76— EDUCATION RESEARCH, STATISTICS, EVALUATION, INFORMATION, AND DISSEMINATION › Subchapter I— EDUCATION SCIENCES REFORM › Part A— The Institute of Education Sciences › § 9517
Each National Education Center is led by a Commissioner chosen by the Director, except the National Center for Education Statistics. The Director must try to keep steady leadership and consider people the Board suggests. The Director can hire a Commissioner without following the usual Title 5 competitive service rules or the classification and General Schedule pay rules in chapter 51 and subchapter III of chapter 53. Commissioners must be highly qualified in education research or evaluation, earn the basic pay for level IV of the Executive Schedule, report to the Director, and serve up to 6 years. A Commissioner may be reappointed and may stay up to 1 extra year after a term ends until a successor is named. The Commissioner for Education Statistics is picked by the President, must have substantial knowledge of the programs the Center helps, gets level IV pay, and serves a 6-year term that expires every sixth June 21 starting in 2003. All Commissioners must work with each other, and all except the Education Statistics Commissioner serve under the Director’s supervision and approval.
