Creates a National Center for Education Research inside the Institute. Its job is to fund and carry out long-term research to build useful knowledge about education. The research must help make sure all children get a high-quality education; raise student achievement, including by using educational technology; narrow gaps between higher- and lower-performing students by improving teaching and learning in reading, writing, math, science, and other subjects; and improve access to postsecondary education. It also brings research together, uses accepted scientific methods to ensure quality and produces reliable findings schools can use to improve teaching and lifelong learning.
