Creates a National Center for Special Education Research inside the Institute. The Center must fund and support research to understand and improve outcomes for infants, toddlers, and children with disabilities, help carry out the Individuals with Disabilities Education Act (20 U.S.C. 1400 et seq.), and evaluate IDEA with the National Center for Education Evaluation and Regional Assistance. Parts A and F and the peer‑review and research standards in sections 9533(a) and 9534 of this title apply to the Secretary, the Director, and the Commissioner when they run the Center.
