The Director can prepare and publish research, statistics, and evaluation reports from any part of the Institute to carry out the Institute’s priorities and mission, without needing approval from the Secretary or other Department offices. Before publishing, the Director must give the Secretary and other relevant offices an advance copy. All research, statistics, and evaluation reports done by or funded through the Institute must go through a rigorous peer review before they are released to the public. These rules do not apply to: information about current or proposed budgets, appropriations, or legislation; information that the law or the Constitution bars from release, classified national security information, or information covered by section 552(b) of title 5; and reviews by officers of the United States to prevent unauthorized disclosure of those kinds of information.
