The Director can hire scientific or technical workers for up to 6-year terms and pay them outside the usual federal hiring and pay rules, if certain conditions are met. The job must be publicly posted and open for applications at least 30 days before hiring. Pay cannot be higher than the top GS‑15 rate, except that no more than 7 hires may be paid up to Executive Schedule Level III. The Director must find, with clear and convincing evidence, that the person is needed to provide expertise the regular hiring system cannot supply. The total number of these hires cannot exceed 40 people or one-fifth of the Institute’s full-time scientific or professional staff, whichever is larger. Those hired this way must work only on the Institute’s (or its office, board, committee, or center’s) activities and cannot be reassigned to other duties during their term.
