Summary
Even though section 1232(d) of this title is in place, the Institute must get the exemption for public property, loans, grants, and benefits that is in section 553(a)(2) of title 5.

Notwithstanding section 1232(d) of this title, the exemption for public property, loans, grants, and benefits in section 553(a)(2) of title 5 shall apply to the Institute.
